PMI in Disaster Risk Reduction

 Indonesian Red Cross in Integrated Community Based Risk Reduction Since 2002, Indonesian Red Cross has been carrying out Integrated Community Based Risk Reduction (ICBRR/PERTAMA) in 13 provinces; Lampung, West Sumatra, Nangroe Aceh Darussalam, North Sumatra, West Java, DKI Jakarta, Central Java, Yogyakarta, South Kalimantan, Bali, South Sulawesi, West Sulawesi and North Sulawesi. PERTAMA is a community based program which encourages people capacity empowerment to prepare them in minimizing disaster risk and impact in their neighborhood. PERTAMA Steps First step in PERTAMA is area selection. Place with high disaster risk but the people have strong commitment to develop their ability and resources to anticipate the disaster is in top priority.



PERTAMA capacty Building

Then PMI and community carry out VCA (Vulnerability and Capacity Assessment) by using PRA (Participatory Rural Appraisal). Baseline and KAS (Knowledge, Attitude, and Skill) survey are the next level of gathering information on KAS where PERTAMA carry out. PMI recruits and trains volunteer corps (KSR) and Tim Sibat to improve PMI and community capacity in running PERTAMA. Volunteer corps and Tim Sibat together with the people perform threat mapping; vulnerability, risk, and capacity as a means to develop an action plan. Risk Minimizing Action Plan is formulate with involvement of the community. Then itts advocated and socialized to the local government in order to gain technical and financial support. PERTAMA Achievements Disaster Relief. Community ability as the first responder in emergency response and disaster mitigation has increased. Numerous efforts of education, training and simulation have been carried out to improve people skill in developing map, designing evacuation lane, and society based early warning system. Capacity Building. Gradual education and training for PMI staff and volunteer corps to provide them with ability to mobilize people, socializing, advocating, and developing partnership with local government and stake holders. Health. Volunteer Corps and Tim Sibat have facilitated a clean and healthy life campaign, clean water facility improvement, prevention of diseases caused by bad sanitation, dirty environment, waste, etc. Economy. Although eradication of poverty is not PMI program, as humanity organization PMI involved in several activities.

PERTAMA implementation

PERTAMA implementation in PMI East Jakarta and West Jakarta Branch has endorsed the formation of cooperative and savings among the people as a way to anticipate greater risk in economy. Environment. PMI West Lampung branch anticipates landslide in Suoh village by planting bamboo and other similar tree on the hillside. In Polewali Mandar district, people plant mangrove along seashore to prevent abrasion. Climate Change. Since climate change brings natural disaster as the impact, in 2005 Red Cross/Red Crescent Climate Center supported PERTAMA to help people to develop capacity in integrating climate change component through 4A (Awareness, Action, Advocacy and Analysis) activity. Mainstreaming. PERTAMAAs concept, strategy and approach have been integrated to PMI Strategic Plan in 2004-2009. PMI also develop PERTAMA manual and guidance, VCA training manual and guidance, mapping training manual and guidance, and CIE (Communication, Education, and Education) media to support people behavior change.
