Restoring Family Links (RFL)

Restoring Family Links (RFL) As stated in Geneva Convention, TMS (Tracing and Mailing Services) one of IRC humanity service since 1975 has changed into RFL (Restoring Family Links). Indonesian Red Cross is the only national organization using TMS to provide investigation of missing person due to conflict or natural disaster and adoption case. Based on ICRC recommendation, Indonesia Red Cross officially change TMS into RFL by issuing decree No. 5582 in November 2006 which distributes to all Local and Branch IRC in Indonesia. Therees no significant change within the new name. Some activities done under the new name are publishing RFL guidance book and printing new forms that will be distributed at once Within a year, RFL have made assessment visit to 14 provinces in Indonesia; Papua, West Papua, Maluku, North Sulawesi, East Kalimantan, East Nusa Tenggara (NTT), Bali, Central Java, Yogyakarta, West Java, Bengkulu, West Sumatra, and Aceh. The purpose of those visits - which followed by RFL specialized training for volunteers - is to build RFL capacity. Now, there is 78 RFL specialist staff in Central Java, Yogyakarta and Bali. One of the specialist training requirements is having an international standard of 120 hours Volunteer Corps training. Several local and branch Indonesian Red Cross have undergone basic Volunteer Corps training while the rest still waiting for their local IRC readiness. (alfi)
